The principle of participation in the federal system (Comparative study)

Abstract

Our research focuses on the principle of participation, a crucial aspect of a federal system. Virtually every federal state incorporates its principles. Accordingly, federal constitutions recognize the right of states to participate in governing the federal state. This right stems from their status as independent federal units with their own distinct identities. These states possess their own constitutions, separate from the federal constitution and the constitutions of other regions, thus constituting an element of autonomy. These constitutions reflect the prevailing economic, social, and political developments among the majority of their citizens, embodying their unique identity. Simultaneously, they participate in managing the public affairs of the federal state through the principle of participation enshrined in the federal constitution.
This principle aims to achieve a balance between the autonomy of the constituent units of the state and the necessity of a central government. This strengthens political and social stability within the federal state and ensures the participation of all levels in managing its affairs.
