This study examines the impact of the exceptional nature of administrative law on achieving legal security. It emphasizes that due to its flexibility and lack of a unified codification, since administrative law challenges related to legal instability, heavily relying on judicial precedents, which threaten the stability of legal relations and individual rights .Also the absence of comprehensive codification creates uncertainty, complicating the predictability of administrative decisions. Therefore, establishing clear legal regulations is essential to ensure stability and balance between consistency and adaptation. The research highlights the significant role of judiciary in shaping administrative law but questions the sustainability of legal security with over-reliance on judicial decisions. It concludes that developing legislation, enhancing judiciary roles, and standardizing legal rules are vital to safeguarding rights and ensuring legal security within the inherently non-codified nature of administrative law.
